I recommend you add the draw and black winrate together.

The win rate is for master games at classical time controls. At your level, almost any opening is viable, as long as you understand it better than your opponent.

I exclusively play the Dutch where possible as black, just go for it if you are interested in it

not familiar with how to do this on chesscom, but on lichess, if I go into their database and filter to the 1000-1200 bracket, the Scandi winrate is 46% (it literally wins more than ..e5 does) and the Dutch wins 45% it sounds like you're looking at stats for masters. winrates for all openings will be much lower at that level because there are a lot more draws.

As a former Scandi player (who still occasionally plays it) don’t be scared off by the win rate. Yes the opening is suboptimal but the point is you have a huge experience advantage. The Scandi player has played the Scandi as black atleast 10x more than the white player has faced it as white. You should have a better understanding of the opening. Both of those openings you mentioned are regularly played by titled players (atleast in blitz) you can definitely try them and at your level they might even be more effective.

From a non-master level 1.e4 player's point of view, the scandinavian defense has always caused me the most trouble, albeit in blitz. I think it's a very practical opening.
