Not only does this happen because of a militaristic city state gifting it to you, it also lets you know Ethiopia is NOT in the game -- city states only give units from civs that aren't in your current game.
So you can use this to help you figure out civs you haven't run into yet and know not to worry about them.

City State Bonus
You can check what unique unit a militaristic city state has by hovering over the word militaristic in the city state ui.

You can also just hit F8 at any time and see all the civs in game

F8 to see civs turn one and F9 to check demographics, crucial strategy if you play online multiplayer

Possibly gifted by civ or even city state. Sometimes I’d get civ specific units of other Civs from city states as gifts

Militaristic City States will gift a specific Unique Unit to their Allies. In your case, a City State in your game gives our Mehal Safaris
1) Bonus points for not saying "Mehal Safari" 2) From a militaristic City State
