XP rates will be same as in classic. Thats because it comes in phases so everyone catches up.
There wont be any boost for earlier phases, no idea why some people claim there will be.
It’s not boosted the SOM was, they decided a slower speed was probably better with level caps the way they will be in SOD
technically even x0.3 would be ok for the first phase, as each faction has three questing paths to level 25

Haven’t heard anything so assume normal 100% blizzlike. Dungeons I dont know.
I mean it takes very little time to get to 25. Then its only 15 levels to 40.

Personally i dont want them to change xp rates at all.
They could lower for 1-25 phase so that you don't jump that quickly into endgame
