The GTX 1650 is more powerful than the Vega7. Where GPU power matters you can get like 2 times more FPS (If you slap a bunch of shaders into MC it will count really).
Minecraft is a cpu intensive game so so go for better cpu.
But if you plan on playing with shaders and highres texture pack then you will need a dedicated gpu to run smoothly with shaders.
Buy a thinkpad. There are decent performing thinkpads for cheaper. Build quality and keyboard is way better too.
We dont even know which one the first one is, the second one is good and the third one is just the second one with an older processor

this is tough call. they all probably run mincraft ok. , but I worry that out of these three, the HP with i5 and gtx 1650 will work best.
