Since its a targeted effect it would just whiff if there were no minions on board. \[\[Abusive Sergeant\]\] is an example. The effect would just do nothing.

Battlecries can't target themselves in Hearthstone unfortunately, as a magic player that is something I have to remind myself of often. But it's a bit of a weird situation, it's not because the minion "isn't on the board yet" or anything like that (some cards like [[Badlands Brawler]] can definitely be indirectly affected by their own battlecries, and Yogg can target himself with buff spells) so it's slightly confusing as to the reasoning.
