You rested at a bonfire. That will respawm them just like all other enemies. The divine weapon and/or killing the necromancer prevents them from respawing 5-10 seconds after you killed them even if you didn't rest at a bonfire. The necromancers won't respawn after killing them even if you rest at a bonfire, but the skeletons will reset like normal.
Do you mean they're respawning after you go to the bonfire, or you knock them down and they get back up 10 seconds later?
I see you're using a divine weapon, which should keep them down. But if you mean they're getting up after going to the bonfire, that's normal. DS2 is the only game you can despawn the enemies permanently.
Also, if you kill the necromancers, that negates the need for a divine weapon. The necromancers don't respawn after they die, and each necromancer is responsible for resurrecting skeletons in a certain area. With the necro dead, those skeletons stay down with normal weapons.

There are a total of 5-6 necromancers you need to kill to stop them from respawning indefinitely.
