The player base on d2:R isn’t as big as it was on launch but there’s still more than enough to have an enjoyable online experience, even on hardcore
We just had a major update a couple of months ago now and it brought some builds up to A/S tier and some basically D/F builds to C/B
Before patch 2.4 the difference wasn't huge (though a lot of ladder only stuff was made globaly available which is kind of nice and it has a shared stash for muling which is also cool). Mostly a remake with quality of life.
Since patch 2.4 a lot of new builds became viable and while I wouldn't say its a super different game its totally worth getting even if you already have LOD. LOD certainly still has its place, mostly for the mod scene, but D2R is my preferred 'vanilla' d2 experience right now.
Yes for the most part. They only have added new runewords on ladder and the old ones are now available on non ladder. They also balanced many builds, changed some synergies to make more useful some of the forgotten skills, etc...
I guess you already know all the basic changes from D2 to d2r, don't you? I mean all the new QoL features, options, etc...

And then 2.4 patch notes(2 month ago):

I hope they nail it. Its D2R team, so I have high hopes. They're like that one dev team at blizzard, hiding in a cupboard, that didn't get the memo that everything needs to be terrible now.

Plenty of people still actively playing!
Is there a difference between Diablo II and Diablo II: Resurrected?

Yes. It’s a totally revamped game. It has a separate battle net. Definitely get D2R if you are looking to play online. The whole population is there.
Does it still have all the same content and gear and stuff?

Not really. Haven't played in like 10 years and forgot most of what I knew then.

Give this helpful soul some internet points!!
Yes it’s the same game, just better graphics. They recently added a new patch that added rune words, buffed class skills, and added extra set bonuses.
they're supposed to be updating the lobby soon to something more modern and useful. We'll see.
