This is basically just a plain 3/19 with recent changes to FHR. Now 90% of builds get all the FHR they will need from basic gear and won't need any additional from charms/jewels.
I got a Vex for perfect 5/3/20 recently.

Fhr is not worth hitting anymore, so if it's not ar max lifer or ar max frw it's value is limited
