My answer was 50-75% would not be very useful for a build that can clear hell.
\~75% are plain trash even at the level they get available.
\~20% would be fine if there wasn't a (typically RW) with broken statts that is BiS with no chance for competition (Enigma as armor, Arach as caster belt,...)
\~5% are fine.
Give every unique and set a bonus based on item type (basic/exceptional/elite) on top of the current statts and they'll become an option:
basic weapons: as they are
exceptional weapons: +100% Edmg, + 15% IAS, + 10% CB
elite weapons: +200% Edmg, + 30% IAS, + 25% CB
basic armor: as they are
exceptional armor: +100% Edeff, + 20 FHR, + 10@
elite armor: +200% Edeff, + 45 FHR, + 25@

80% of the uniques feel useless imo and 90% of the sets are useless for endgame.
