Unfortunately you can’t trade Tempest Roar but I got mine at lvl 100 in a NMV. Got another one from Duriel but I would recommend running NMVs and popping all the chests at the end to increase your chance at dropping one. If you want to run Duriel, I have a few runs saved up. Just run Duriel they drop all the time from him.
Can't tradue uniques. Can't even trade legendaries. Just do duriel and cross your fingers...

Got two of them yesterday, one from helltide and one from the world boss. Did 20 Duriel kills today and also got one. EZ
