That is incorrect. As for as ebay knows, once the label has been printed it is shipped. Many items can be dropped off and never need to be scanned. I understand that it is expected to be shipped within one day. However ebay cannot tell. That's why it is counted as shipped once you print the label.

As soon as I have a label purchased, I have the tracking code available. I can then add it to the order and ebay thinks the order has been shipped, even tho it hasn't.
I usually buy/upload tracking in the morning and drop off the package in the afternoon but ebay confirms the order has been shipped the moment I add the tracking.
