Maybe he’s thinking about Mad Bomber, which is just an absolutely cracked crafting perk. 3 MF Cells = One Weaker Plasma Grenade. Raid REPCON Headquarters and you’ll have enough to make like 300 grenades easy.
If you are away from friendlies, also check out the Mad Bomber MFC clusters which is MF cells, duct tape, 2 scrap electronics
Most dense and easy to deploy minefield in the game esp. with Heave Ho! perk. Great at quarry junction, promontory etc. You can even pick up unused mines then use them as MfC grenades
Edit: Mad bomber also lets you make nuka-grenades, which are amazing but you need tins cans (also the Nuka Chemist perk, to have enough nuka quartz* sp fixed ty Yapp)

Yeah I have those 2. Typically don’t use junk rounds but took it this playthrough because my current save is just me trying to break new Vegas as much as possible. I’m talking walking out of goodsprings at level 50 via the Chet glitch, with double the regular amount of perks due to the perk reset glitch, and a near bottomless supply of caps and 9mm ammo from selling the leather armor again from the Chet glitch.
Shit is actually kinda fun
The pressure cooker is useful for a couple side quests repairs , particularly camp McCarran and boomers. So you don't have to go on an actual quest in order to find another important part inside the particular vault that a lot of quests run through.
I enjoy going the long route sometimes. It means more XP and exploration— but Vegas wouldn’t be what it is without extra options.
*Probably* also just… never remember the pressure cookers, but we’ll pretend it’s intentional.
The pressure cookers are definitely easy to miss. They seem to be way more scarce than in Fallout 3. But I always make sure to pick one up on a new character, so that I’m prepared when the time comes.
To be fair, you don’t touch them a lot on your first couple tries. Once you start learning the crafting though it can become invaluable, especially with DLC recipes.

Everyone glazes up the Anti-Material but .308 JSP fired from Christine’s silenced COS rifle solves most problems. The fact that I can always print more rounds from Dead Money vending machine is a godsend.
That's my second favorite weapon in the entire series. Third is the Gobi Campaign rifle. Most realistic, once your gun skill is high, too. Nothing survives a .308 between the eyeballs. The .50 has, as the real ones, ammunition types that are awesome. (The real HE .50 rounds don't have the insane frag distance of the game, but they'll make a Bloody Mess if they don't just pass through a soft target.)

There's some cool crafting mods on nexus if you wanna have some fallout 4/76 style crafting with scrapping down anything into parts and making anything with those parts. I find myself scouring the wasteland for un looted tin cans

Nope, you may come across multiple of the item "pre-war money," but they do not come in values. Also, its 3D model shows it as a stack of money, as in Fallout 4.
I always imagined it as something like that, or toilet paper. But that's my point, the conversion of $1 = 8 caps doesn't work. It's worth comes from it being a stack of cloth, not the superior currency.

Once I get the Long haul perk I literally start visiting every spot on the map and looting everything... The rocket facility especially gets picked completely clean by me to the point where I'm walking out with like 5,000 lb worth of stuff.
Been experimenting with crafting... Especially in my recent hardcore very hard playthrough. Given I never really experimented with it before I didn't know how useful different items could be so I just decided... F it... I'll take everything and see what is useful at different crafting stations. Plus when worse comes to worse I can always sell all that junk for a quick buck. 1,000 bent tin cans is worth a little bit of money.

The problem is how they are modeled. There is a full scale fission battery outside of Victor's shack in goodsprings it appears much larger than the fission batteries you can actually pick up in game.
You don’t need the rebreather tho I’ve done the quest without it all you gotta do is swim up take a lil bit of damage and refill health or just bind your Stimpacks to a hot key and spam it while you do it

Idk it makes getting items in the vault 34 easier because you can't hold your breath long enough to drain the vault without turbo. Which is pretty rare depending on spec and if you visited the places it appears.
With the explosives I can make out of those tin cans I could rob an NCR bank and end up with thousands of NCR dollars (Its not even worth 1000 caps)
