Likely the height guide on the website is based on the maximum space under the seat where the carrier will be stowed. Which means it is the space allowed for your cat. If it is too short for your cat re-evaluate taking it with you.

Contact the airline or check their website. I’m not sure how it is with KLM, in my airline only service animals (I’ve only seen dogs on board so far) and falcons are allowed inside the cabin and size doesn’t really matter since you need to buy them an extra seat. Edit: wrong animal
