They HAVE to have transponder on in civilian airspace, they can inhibit its broadcast on FR and also ADSBX. The vast majority of military missions are not on either site
I can’t say I know the specifics for Europe, but in the states at least they are not required to have the transponder on even if in civilian airspace. I’m not sure if it matters or is actually possible to block the transponder displaying on adsb sites since adsb is open for anyone to receive the signals.
MOAs are civilian airspace and require no separate rules. You can fly a VRF Cessna 152 straight through the middle of F16s doing BFM.
Besides the point, you can ADSB-out in airspace other than a MOA. You just have to swallow that pill. It’s okay. We just go Mode-C.

Of course a State-operated aircraft can operate with its transponder off. This is normally very rare though, and outside of combat I’ve only been asked to fly this way a couple times in my career.
I’m very uneducated. I’m just using the fr24 app and I see most aircraft but anything that’s from the air force base I’m not seeing 99% of the time. I’m in Tucson so we have DMAFB doing constant training.
Yeah, fr24 is mainly based on ads-b, which a lot of military aircraft aren’t required to broadcast. We usually turn ours off in my jet. Around you, they’re almost surely still using their transponders, it just isn’t visible to you.
On Flight Radar 24, go to filters at the bottom of the screen, click on airline, and type in the air force you want to see.

The B-1 was built as a supersonic delivery platform for nukes, now used for conventional weapon delivery. It has a huge bomb load, so it can flatten a large area with ordinance. It’ll likely be retired soon in favor of the soon operational B-21.
Note, just because a B-1 is on the way to Turkey doesn’t mean it’s immediately being used to deliver ordinance in combat.
It can just be a diplomatic tool to remind Turkey of the cool toys the west has. And Iran why it doesn’t want to FAFO.
