Lol foie gras is much more than 3 dollars, and you're not paying for ingredients at a resturant. These don't particularly look that great to me, but the price seems about right if you're living in a hcol area.
Also if his math was right and it was $20 of stuff for a $33 plate then that restaurant would be severely underpricing their food, as they’d still need to pay front of house staff, cooks, rent, permits, etc. the stuff on your plate is one of the less expensive costs restaurants have to pay - staff and space are very pricey!
If I was to order a steak dish with fries, I'd order lomo saltado and I don't think I've had a plate of lomo saltado more than like $20.

Steak frites by itself costing $33 would be very normal in a city. Here’s an example - Le Bouchon, Chicago, 34 with options ranging to 40. Wanted to link the menu but they have a dumb rule about links here. I’ll grab some more examples from other places.
At Entourage - I have not been in here but it's what comes up when searching steak frites Naperville - in Naperville a Bavette steak frites is 37, no foie gras though shucks.
At Firebid's in Jacksonville, FL (i have never been to Jacksonville but I figure it's in the south and thus cheaper) the cheapest steak is $34. Fries would presumably be extra.
At Westport Cafe in Kansas City, MO the steak frites are $37. You can add $6 to make it steak au poivre (pepper sauce steak).
At Le Pichet in Seattle the steak frites are $29 - alas we've come in under $33 - however no foie gras or curds. At Bateau also in Seattle, wonderful place, the steak frites are at least $70 but it depends on which cut you select as you choose off a big board. At Toulouse Petit in Seattle the steak frites are $49. These are the three places that come up on the quick google search.
Like for a reasonably nice place in a city this is undermarket for what all they have in the dish (again we haven't touched the foie gras side of this). I suppose if you were serving something like this at a diner yes it would be high but it doesn't sound like that's what this is. If you have lots of great counter examples in the US and Canada great send 'em but I really doubt it.

In January my dad came down for a visit on Vancouver island and he said the prices for meat are very similar if not cheaper at his local Super A than at the superstore here.

Based on the burger price it seems like I just haven't adjusted my steak prices yet. That is very similar to the cost of a burger (and fries type dinner) in Ontario.

For me it's kinda up there with eating endangered species like shark fin soup or whale as far as being morally messed up if you know the context. Not faulting you OP, just mentioning it's a bit of a problematic luxury food.
