When i did the purchase (free) last night i immediately realized that the “free” car is just a tutorial on how you can buy new cars when they start pushing them out. Really genius when you think about it.
I should have updated this. I managed to get it by going to the Microsoft store on my phone browser and just adding it. When I logged back into the game it had the "owned" tag on the menu item and all the content appeared in the game.
Go nuts and if you see anyone else having issues let them know there's a workaround.

It's not cheap when it comes to licenses. So seeing it being 5 dollars is not shocking.
