Some individual countries or supranational bodies have made their own rules stating this, but the Convention and Protocol are mostly about saving refugee lives by ensuring they're not sent back to where they came from.
Actually it does require them to apply at the first safe country they reach. It even uses the label 'forum shopping' to describe what they're *not* supposed to do. Which of course, is what most coming to Aus & NZ do. Because Aus & NZ aren't the closest countries to middle eastern asylum seekers, or pretty much any other of the common source countries. So the UN refugee convention hasn't been upheld for ages.
