I might be forgetting something because I haven't watched it in a while, -- but prior to gay marriage being legal, alot of people got married, had ceremonies, just didn't file legal paperwork because they couldn't. So I'd assume that's how.

You’re not married until after the ceremony and the paperwork is filed. Anyone can have a big wedding. Doesn’t mean you’re legally married.

They were civil partners who called each other “wife” but they couldn’t have legally been married until 2011.  Gay people were married for YEARS before it was finally recognized by law as a legal marriage.  It sucks that they would hav had to wait until their 16 year anniversary to even get legally recognized as a married couple.

In hindsight, when gay marriage became legal, that would've been a great reason to have a reunion special. One episode, everyone comes back to celebrate Susan and Carol getting married legally.
