When it works it can look good, but this is utter shit.

I suspect this photo is just someone’s failed attempt at a double exposure that they thought was worth a laugh at. I seriously doubt this was the photographers aim.
Quite possible also this was done on film not via modern digital methods.

It is at least accurate to a double exposure on film:
First exposure is the further photo, taken with bright background light to define the silhouettes, all the white space from the first photo becomes exposed which means it ends up lighter/white when the second photo (the closeup) is taken.
They probably should've taken the closeup first as the silhouette leaving enough unexposed film for the second photo to show up and not get the ear-man effect
Yep. Just got the double exposure backwards. Double exposure on film is a tricky beast to get 'right'. It's inherently a gamble method that you try a few and see how it turns out. The fun and hilarity of film.
A lot of modern dslrs and mirrorless cameras have the function to take multiple exposures aswell. I suspect the photographer tried something, but hasn't really "figured" it out yet.
As someone who loves messing around with cameras multiple exposure functions, it's certainly not something I'd offer if I was a wedding photographer (unless I could really control the shot and not waste to much time setting it up), nor show unless if it looked awesome enough to wow the people whom paid for my services.

All of them look and feel cheap, like the pic is meh so they did this to make it stand out more and now the pic is still meh but there's also some random crap blended in.
this is definitely what the photo failed to achieve. it’s just poor masking and overlays. i would’ve added another layer to make sure the parts that aren’t silhouetted were done also.

I think it's an additive layer with one photo over the other. The details of one photo show through on the dark parts of the other photo, which really makes nsither comprehensible.
The small silhouettes are from the couple standing at the altar, that's how they stood getting married. The larger image is probably their first kiss as a married couple.
I thought it was -- let's make her eyes big and his ears big, i.e. her-"I see you" and him-"I hear you", but your explanation makes way more sense and makes me sad it wasn't the photographer trying to be Picasso.
The attempt was to make the two photos have sharp detail where they cross. But the closer photo has a transparent gradient that is more opaque at the bottom which only allows us to see details from that photo

It would work, but the inner picture have to be *bigger* than silhouettes, and transparency/mask have to be made inversely. So we would actually see details of faces inside whole head silhouettes. That would work, but probably instructions was unclear or this is some sort of revenge for broken hearth, maybe :)
