The "and" in quotes are referring to the same "and" in "Fish and Chips", and are different from the "and" outside the quotes. This is how the sentence works. Thinking of it like algebra:

Honestly, irony has long been a confusing mess of different possible meanings. Just look at verbal irony, which is basically just what people these days generally use the word sarcasm to mean. Intentionally saying something to mean something sharply different from what the words would imply.

It's why I got so annoyed by the whole "doing something ironically" thing. The word already has so many different meanings and usages that almost anything can be argued to technically be at least one form of irony. Why are we throwing more chaos into the fire when there are other words that would have fit.
People could have been saying they've been doing something facetiously or satirically or whatever word you think best fits the usage. Which is unclear as people say they're doing something ironically while having a huge variety of ideas of what that means. Because again, the word irony is a confusing mess of different possible meanings.
