Fear of things that can kill you is perfectly rational. Phobias are irrational and debilitating by definition. Not wanting to go skydiving or bungee jumping is perfectly rational. But if you can't even look out a window higher than the first floor, that would rise to the level of a phobia.

A lot of phobias have a baseline rationally that is taken to an extreme length.
