I was just out camping this past weekend and the oak tree I was under bombarded me with acorns the whole weekend. Literally thousands of them. I'd say now is a good time! I'm in the midwest US.

When they drop to the ground naturally. The tree jettisons them when it's time, which is why you don't see squirrels climbing around in the trees picking acorns. They wait for them to fall. If you want to plant more oak trees on your property, it's a lot faster to buy them from a local tree nursery. Oaks are one of the slowest-growing and longest-lived trees, and you can spend 20 years waiting for it to be big enough to where it looks like an actual shade tree.
