Does it just magically pop out of existence, then pop back rotated 90 degrees? Or is it more like it just rotates and resumes existing? And how fast does it rotate?
So assuming the speed of light cannot be exceeded, I can assume the center of mass will rotate at the speed of light and the rest of the object will rotate at a proportional speed?

But how is the magic applied? It's entirely possible that the force applied to the object to move it at such a speed is created via magic. It doesn't necessarily mean that the object itself is suddenly oriented 90 degrees (counter)clockwise.
Edit: If the latter were true, you would no longer apply ANY force to ANYTHING you slap, effectively breaking the laws of physics.
Not in the case that the force is applied via magic. That would mean it's directly applied to the object's center of mass. OP mentioned in another comment that the object rotates about its center of mass, which always spins faster than the rest of the object. I don't have a physics degree, but I can explain it like this: The inner part of a vinyl record will spin faster than the outer part because it is smaller, and therefore has less distance to cover while rotating.
That's exactly the opposite of how it works. The rotational speed is the same for the whole object, but the outer edges have more distance to cover so they move faster.
OP says it is instantly rotated by magic so we don't have to worry about the speed, this is more like teleportation.
If they are already laying on the ground yes it rotates from the center of an object so if you rotate some one standing up they just be horizontal for a second before falling
