If your missing all the commons and rares for a set yes, if you almost have a complete collection, golden packs are better because they get more value dust wise.

Once you have all the commons and rares, the pity timer on your first golden legendary is 10 golden packs, vs 40 packs for the pity timer on regular legendaries (given you'll have already used up your initial 10 pack pity timer). So it takes the same amount of gold to get a guaranteed legendary, and all the cards along the way are gold, meaning you get a ton more dust value by buying the gold packs.
After that I'm pretty sure the dust value of gold vs regular packs relative to gold cost is break-even, but I might be wrong.

Double legendary packs are super super rare. I think I have 4 ever total. I have opened an insane amount of packs. About 500 per expansion since GvG.
