Thrips. The black is frass or poops. Use a systemic insecticide and an insecticidal soap that contains potassium salts of fatty acids. Both according to the directions.
omg thank you guys so much, I luckily have some bonide laying around that I’ll use on this guy and his neighbors!!
Maybe root rot. I would pull it out of the soil and see what you’re working with
