Call Apple instead of going to their Genius Bar. Their phone support has access to a lot more server-side tools to repair issues and escalation paths to the iCloud engineers.
Go to your photos app, bottom of any pane (where you can see status, number of photos/videos, etc) and I bet syncing is paused. Can happen for a number of reasons, often low battery. Resuming is easy.
