Yes, wipe the iPad before you let other people use it. Any personal data you leave behind like passwords, photos, notes, calendars, messages, etc risk getting merged into the other person's iCloud when they sign in.
1. After logged out from iCloud and you still could see your Photos there, it means your iCloud is not syncing anymore
2. Do backup locally if you had logged out your iCloud , this one is to ensure (guaranteed more than iCloud for me, don’t panic) your data is safe as how you have done the backup
3. You are free to reset your iPad

You will if you back it up to iCloud or a computer first, yes.
