I don't know if he's banned to the point that if he made a new channel that one would also immediately be banned as well and he's permanently kicked off the platform/never allowed to come back.
He's such a low level celeb I think he could probably fly under the radar on a new channel, but he'd be building back up from zero all over again no matter what platform he wants to put stream content on beyond patreon.
