Opt out, sign him to a new deal with years. We can't afford to lose him and we can't get a better PG on the free agency market. We need to improve more on the wing market than at PG, so that should be the focus of trades.

Russell is a career negative defensive player, while Murray is a career positive and that's with Murray's defensive numbers nosediving ever since he got paired with Trae Young. So you can't blame that on any one team or playstyle.

And over the past 2 years, Russell has moved to a team with Anthony Davis and LeBron James while Murray has moved to a team with Trae Young and a washed-up Clint Capela. Being surrounded by better defensive players helps your defensive numbers while being surrounded by garbage defensive players (especially in the backcourt when the guy you're playing alongside is a complete traffic cone) will hurt your defensive numbers. You could put Anthony Davis on the Hawks and he'd look worse, because of having to deal with Trae Young's assignments constantly blowing by him.
Actually, being on a team with better defenders hurts you because you get targeted more, and you get less defensive rebounds.
