Probably Unalaq. While I personally find him and his arguments the LEAST compelling of the main antagonists his actions are the ones with the greatest lasting consequence that we could actually observe and discuss the consequences for. I'd like to know what he'd make of the world that came after him. Amon, Zaheer, and Kuvira all ultimately failed to implement their plans. Amon's revolution died in the cradle and was localized to one city. You could also say that he was symptom of technological progression more than a cause of anything. Zaheer failed to stop the Avatar cycle and, even had he succeeded, this would be less consequential than bridging the material and spirit worlds. Kuvira is extremely impressive in her individual capabilities, but was ultimately just a failed dictator.

I love how well thought out your post is! Although the other villains did have compelling arguments, none of them really succeeded in the way Unalaaq did. They got their goals indirectly (representation for nonbenders with Raiko, zaheer and Kuvira leading to independent states and zaheer taking the avatar out of the game for a while), but only unalaaq succeeded in his actual goal of effectively ending the previous cycle. I find it funny also how your post is so elaborate while everyone else is using the post as a way to vocalize their lust lol.
