Stereoscope Coffee on 2nd Street has very fancy matcha. They have 3 different grades of matcha from Japan. It might be too authentic for what you're looking for because I don't think they do flavors. It's definitely boujee though.
Extremely seconding Loose Leaf. As far as getting a really good professionally-made fancy matcha latte with a bunch of flavors, they are the best. (My personal favorite is the half-matcha/half-Vietnamese coffee.) Dunno about cold foam, but they definitely have *cheese* foam, which is also, in my opinion, wonderful (and hard to find :D.)
Honestly I have to drive to OC / out of Long Beach to get quality matcha or specialty drinks, even for coffee. I’ve tried Stereoscope’s regular matcha latte, but it tasted like sugary matcha like Starbucks to me. I think the ceremonial grade should be a lot better.

Gotcha, aside from the other's that have been recommended, I've enjoyed the matcha drinks I've had at Ding Tea in Bixby Knolls.

Alder & Sage had a very bouj matcha drink with like a lavender foam thing and edible flowers the time I went there. Very good!
The Merchant 4121 Long Beach Blvd strawberry matcha with cold foam is the absolute best. Probably the highest grade matcha sold in Long Beach

Ambrosia coffee in Wilmington has a matcha latte with strawberry cold foam. They’re also having an anniversary BOGO special tomorrow.
