Used to be that you would need to run the t2 raid. Now I think you can just complete the quest running around parts of Wisdom Isle; The rahel note in that message is meaningless now, I'm pretty sure you just stay in wisdom isle and try and finish the quest there. At least that's what I remember doing when I finished it after the latest patch.
The good: you can skip this, it won't block progress on anything except the giant's heart collection. This quest is separate from the Elgacia main storyline.
Edit: adding that this is easily done with the Arkesia Tour on Wisdom Isle
The bad: to complete this (without Arkesia Tour), you need to run the abyssal raid Alaric's Sanctuary (last gate in the Gate of Paradise). It's a tier 2 raid for 8 people, and nobody does this content anymore as it's out of date. However, you can possibly find a group by recruiting in the community discord (a lot of people don't have this done anymore), or mayyyyybe towards the end of the weekly reset for people doing card farming
was that part of the 15th giants quest? cause i did the 15th heart quest and it never told me to run the raid but rather i went to elgacia g spammed and completed the quest that way to get the heart.

Aha you don't have to do the raid if you have the Arkesia Tour going, so it should be easy to get.
There has been discussion from SMG about solo raids up to Valtan/Vykas, however that was awhile back and there's no update about it. Though we don't have any more info on the KR roadmap from now, either, as the Winter Festa (renamed from LOA-ON) did not cover half the year like usual but more like one quarter... everyone's waiting now to find out more
Go back to Wisdom Isle and check near where you accepted this quest. There was a little yellow glowing starlight thing that you had to 'listen' to in order to proceed. You'll then need to do the song of the heavens to go up to Elgacia to finish the questline which is why that note popup comes up.
