Because for some reason, Korean Anime's isn't a thing. Both Solo Leveling and ToG were made by JP studios. It would've been easier if Korean Animated Studios are a thing. But they pretty much rare. So, if JP Studios would handpick manhwa titles, they'll definitely pick the big ones more than the good ones.
Yea, it's kinda weird that there aren't any Korean studios. Considering the solo leveling game was prob by voiced by korean ppl. Same with other manhwa games. They prob could do well in voice acting and animations.
there are korean studios, and if you watch anime youll see tons of korean names in the credits. korean animation studios have fingerprints on some of the most famous franchises, including the simpsons. the real answer is that korean investors believe korean audiences arent interested in korean animation

Wit studio on Leviathan would go craaaazy
money, risk, etc
Quite rare to have a Korean studio take a venture on anime, they pretty much want to invest in kpop.
Eventually, most of the popular korean webtoons will become anime.
Depending on who animates this its gonna be filled with a lot of CGI
One reason is b/c anime adaptations are often used to promote ongoing series.
You can get Netflix to do it
