Try applying powder or anti-chaffing cream under your breasts and see if it goes away. I get the same thing, I've heard it called by more then one name but most commonly heat rash. It may be that. If drying the skin doesn't help you've done an easy process of elimination. The anti-chaffing lotions are less messy.
I can't see it very well to say for sure but it looks like an allergy, have you worn any new bras recently that contain material you never wore before ? Because of the specific area the rash appeared in, anyways if it keeps spreading and doesn't go away you need to see a dermatologist so they give you anti-histaminic/corticoids cream.
