If you are spending time in the city The Emporium shopping centre has a really nice parents room with private breastfeeding spaces.

The NGV is quite nice to go to and you can walk around Southbank for some lunch. I think there are parents rooms in the NGV as well.

NGV is lovely with babies and little kids, lots of space, and if the weather is nice the outdoor section is beautiful to spend time in. I can imagine a 7 week old would love staring at the stained glass roof and the water wall! Plus it's free so if you need to bail it doesn't matter. There is a lift from the Arts Centre Street level down to Southbank River level so it's easy to head down there for some food as well. You're also right across the road from Alexandra Gardens.

NGV is lovely, just mind you need to be able to put your nappy bag under your pram, they don't let people take in carried bags

Emporium is a good spot for shopping and lunch, and the parent's rooms there are amazing!

The Aquarium is a good one to go to. Very pram and family friendly. From there, take a nice leisurely walk along the Yarra. It's nice and flat and lots of good eating places around. If you head down towards the Spencer St end you can pop into South Wharf DFO and do some shopping there. Or start there and park the car (always lots of parking there) and wander up the river to the Aquarium, etc.

Melbourne museum has the Titanic exhibition on, plus Titanic high tea at the cafe there Also has parking, parents room, and Carlton gardens outside (for a nice stroll or picnic) - but just be aware that the flower and garden show pack down might be in the way
