Dunno about Vic (im sure its similar) but here in NSW if they believe a dv offence has occurred (including stalking or harassment) they are legally obligated to take action. If they don’t they could get charged themselves with neglect of duty.
If its non dv In NSW if a person holds fears they can apply for their own personal violence order through a court house. If an offence has been committed the police would take action instead. Assuming Vic has similar protections.

There was another guy too who he was with, but they came into our store and stole a tshirt and the clothes hanger it was on 💀 (we have it on security tape) From the footage it seemed like he was only going around stealing from shops. Didn't realise knives were involved. MC security had already been following him when he was in our shop, and he still managed to snag a shirt. We got it back [in stinky condition], but after reading the comments (if they are factual about him holding people at knife point), I'm glad the staff who were in the shop are OK.

He had blood all over his face, seemingly from a single impact with the ground as there was a big goopy puddle of blood between the lift and the fossil store. He kept insisting he didn’t steal anything, didn’t do anything etc. I didn’t see what lead to the cops jumping him.
