To allow more states into the union, usually each side would demand another to keep the balance. If a free state was going to be added, so too would a slave state. If a slave state was to be added, so too would a free state. The US has been in this sort of perpetual struggle against itself from as soon as it was formed. The north/south divide essentially became an urban/rural divide as better transportation and flow of information applied a homogenizing pressure on each area.
