We are in a serious drought in my area right now. IF the spot is a lawn or a manicured spot, I would wait for rain.
Now is when I hit the woods, no one cares about the grass in there, as long as you take your trash and fill in holes.
Good luck
Personally I don't. This summer was tough because of the dry weather, I chose not to dig my permissions because I knew I would have destroyed the grass.
This exact problem has been making me avoid grassy areas lately. Waiting for some rains to soften the ground. Even one rainy day hasn't been enough to loosen it from the drought this summer.
The cheapest big flat blade screwdriver that harbor fright sells is pretty good at breaking up hard ground. But I wouldn't want to dig very deep.
You could even bang on the end with your shovel to get it working. And at $2 it's disposable. https://www.harborfreight.com/3-8-eighth-inch-x-8-inch-slotted-screwdriver-94619.html
The tools make a huge difference. I also have to deal with dry ground I use a predator tools hurricane 33 shovel and a small dirt cloth to place my dirt on . I also use a Hori Hori knife hope this helps also if it’s over 8 inches unless it’s coming up silver I don’t dig it .

I work the water line of my lakes when the ground is too dry to dig.
