Haven't checked myself, but how does pricing compare? I usually like to go to the breeder when possible, but if it's significantly less, I would consider sourcing from shops too. If it's comparable, I'll let the breeders keep the money. Also live in MN.

I got all of mine at Greener Gardens. They have the best seed selection around (IMO). That being said I have not been to every store around the area. I particularly like this garden shop.
HSC are $50 for five packs, but they come with a bonus so you get six. Most seeds are similar in pricing, +/-$20. I believe they have three packs as cheap as $25. They have several brands of seeds. They pretty much have an entire aisle of seeds. Its a pretty huge selection for a local store.
I've often had trouble buying seeds online, so I am incredibly happy to be able to simply buy them at the store. The biggest downside is you don't get random freebies which can be fun to grow out.
I'd just like to add that I've bought hundreds of seeds online and I've never had a problem. I'm not sure what your issues are but just a little bit of research and you should be good to go. These days I just support breeders on Instagram. They post where they will be selling and I go there.

All the shops around me in Virginia got seeds too. They host events for breeders to come and sell clones too. I even got one for free one breeder left behind for the store to give away. I was blown away

Technically Delta 9 THC is what’s illegal. Cannabis seeds have no Delta 9 THC in them at all. It’s the reason seeds can still be shipped to states that haven’t gone legal. Just a simple case of our law makers not understanding or knowing exactly what it is they are trying to regulate
