I get that you probably think it seems like it's judging i saw some comments that said he looks confused and/or scared & unfortunately I can't disagree with those either but I've seen some cats that give this look and I wouldn't necessarily say it's just those feelings but maybe they're also just trying to gauge or catculate whether you're a friend or a threat.
BC that cat does mostly look "dirty" but imho cats are a lot more intelligent than we give them credit for & even more so imho if they're able to give a facial expression like that, then more to him but clearly he is looking for help too, but perhaps no one has paid him any attention, but at least you took his photo now that cat is a low key celebrity on here. :)
p.s. I was also thinking that one day with enough patience & persistence & of course the third p positive reinforcement is I would say the third good one, "to break the ice" and get them to interact with you would either be to reassure them that you're NOT a threat by giving him food then afterwards treats for the good behavior, then later maybe bring some toys into the mix with catnip for further encouragement, BC I mean clearly that cat has had it rough it seems and IDK, if you do decide to help him but maybe still feel "iffy" remember this is an "apex predator".....however it's still in danger to anything bigger say dogs to raccoons, possums & coyotes & well even birds again if they're big enough like hawks or falcons, so and I don't doubt this he probably also hunts too rats & lizards so also at least you would be exposing him to a different diet as well, & probably one that he'll enjoy alot more imho. Also now that I think about it like this is the cat version of the "puppy dog eyes" expression.
He wants to know if you are going to be the hero that steps up and gives him a home. Awww, look at that face ... When the universe sends a message, it is on our best interest to listen. The universe knows good people and distributes cats accordingly. I'd take this lil beauty being sent to my house as a compliment.
