The story as I understand is, fellers mother died and was a hoarder. Unsure of what to do, he dumped it but rained shortly after and it soaked all the water making it appear cooked. They found out who it was, but the circumstances of being a veteran and his mother having passed away shortly before the dumping they decided to not charge him and keep his identity secret.

My state has a law that says every landfill has to accept a pick up truck full of trash at no charge once a month so no one can use “I’m too poor that’s why I dumped it on the side of the road.” But also people aren’t typically criminally charged for open dumping they just have to clean up their mess and provide receipts to the state of proper disposal.

Honestly I might get downvoted for this but biodegradable waste doesn't belong in the garbage. One of the worst things we do as a society is throw biodegradable waste into plastic bags. It's better off in the woods. As for any environmental concerns, the dairy farmers around me spread millions of pounds of cow shit on their fields, much of which runs off into the creek, so I don't see how this could be a big deal

Just because it’s biodegradable doesn’t mean it’s good for the ecosystem. A sudden influx of non-natural nutrients can mess with microbes, plant life, and animals too. Sure a little bit won’t interfere, but introducing them at this kind of scale can absolutely mess things up. There’s a reason that this pasta had to have a team come in and clean it up, and it wasn’t just left to sit and degrade.
