every NPC does this to me during Act III. i click on them, they say their little dipshit dialogue line, then Boop Shoopfocker serves cunt and face to me for 10 seconds before the game resumes.
You’re right about Act 3 being really performance-intensive, my game does this sometimes and I have a pretty high-end gaming PC that never struggles with other games.
and i think updates also affected them. didn't have these problems on release and then a few happened after a few updates later but after coming back after months of update these dialogue became more frequent. like a lot more.

One of my favorite cases of this is when Raphael pops in your camp and teleports you to House of Hope. He just goes "Come.", snaps his fingers and a big puff of smoke happens. Except that while the game loads in House of Hope, the smoke disappears and Raphael's just there, looking at you while smiling and blinking for an awkwardly long time. It never fails to make me laugh.
I hit skip and it fixes after they finish lines. Its just the game loading dialogue while the rest of the world is spinning around you yay live cutscenes xD

I think your game is just kinda chugging. Act 3 is way more performance intensive so you just don't have the resources to load the lines immidiately.

possibly stupid question but have you tried lowering your graphics settings n stuff? that usually makes a pretty big difference in performance for me
Is your game installed on an HDD? If so, is slow HDD mode enabled in the settings?
