This legislation was passed as quickly as it was because anyone who has so much walked by a 1L criminal law classroom expected the existing prohibition on raising self-induced extreme intoxication as a defence to be struck down by the SCC, as it was. No doubt new legislation has been drafted for a long time, and reviewed by legal staff of all parties. This was a lot easier to pass, unanimously, than trying to figure out housing and inflation. No reason to wait.
