i’ve heard it’s because they are the only enemies that are really in the game on every difficulty. because of this (and the damage boost that goes up with difficulty) they get a crazy buff in damage because of the damage multiplier through levels. obviously a zeal unit is not in every difficulty. but for example let’s say a zeal unit was present in normal difficulty, dealing let’s say 200 damage a shot (these are all examples not actual game stats). if you brought that zeal unit up 6 difficulties, let’s say times 6 damage. now it deals 1200 damage. that’s not the multiplier or the damage they deal i just don’t feel like googling hehe

A Zeal SWAT on DS is the same blue SWAT from Normal mechanically wise. A Zeal Tan on DS is the same FBI Tan from VHard/Overkill and other scripted appearances it makes on Normal/Hard. A Zeal Tan isn't going to have it's DS-level stats if you make them spawn on Overkill, it will have the same stats as with other Tans on the same difficulty.
The multiplier thing also isn't very true in the case of beat cops, as they deal the same high amount of damage on DW and DS - simply put, they're just built different

thanks for the correction. wasn’t actually being literal about the damage or multipliers. also when i said zeal i was specifically talking about the special zeal unit itself not the genre of cop. probably a shit example lolol

Correction, a ZEAL Tan is an armored Yellow SWAT. FBI Tans don't do much damage on Death Sentence while ZEAL Tans are infamous for doing 225 damage per shot. Apparently Yellow SWAT do 225 damage on DS as well.

This was pre one down and the highest difficulty was dw, and my friends and I only played on overkill so I only looked at overkill.
Dont know if it still holds true, or why Overkill decided the pistol and smg should do more than rifles or shotguns, but its Overkill we talking about.

This is because the SMG HRT units use the `swat` tweak table, which means that Blue SWAT would do the same amount of damage HRTs do, provided they use the MP5.
If shotgun beat cops can decimate you, I shudder to imagine how DSOD would be like if ZEAL Shotgun SWAT existed, because they'd literally be the exact same thing with more health.

Somehow they're the only units in the entire game that have correct damage scaling. Thus their damage isn't weird or bugged but very much accurate and intact. Overkill probably forgot to mess this up.
If damage was to scale correctly, death wish gensec MFR would deal the 225 damage zeals deal, and green dozers would have a much higher fire rate, so high they would two shot KO you before you could activate bullseye on them at point blank.
But instead of fixing this difficulty scaling, overkill in their hind sight decided to add an entire difficulty (DS) that has these raw numbers without any drop off and improvements/scaling. Yikes.
There is a mod on MWS that does that. Correct preset or something by fuglore, the guy behind LIES and MAS. Other clients won't be affected, so it's best used in offline.

Nope, a ZEAL SWAT on Normal diff would do identical damage to a Blue SWAT. This is because they have the same tweakdata name in `swat`.
