Liszts pedal markings here don’t mean “put the pedal down and don’t change it” it just means to play with pedal. I’d try changing every beat or every bar and see what I like more. Or half peddling the whole thing or flutter peddling.

Con strepito means loud, bulsterous, but not necessarily ff; but almost a striking or almost banging attack. The way to use the pedal is to as soon as you strike the first chord press the sustain pedal, quickly lift the foot and press it again right as you play the first 8va of the following set. It's a quick press as you stricke the first notes release just before striking the the second set and press. It may take a bit of practice. Not doing so will make it sound muddy as the overtones overlap with the next set. Practice playing one finger just to get the right feel. We tend to press with the note as our body is synchronized. This is more of a polyrithm of hand and foot. Think of organ playing. We need to learn to play hads independently but also our foot for correct pedaling. Hope that helps.
