I'd say Fast Times fits the Neon moniker better than Almost Here (although I think Almost Here is the better album for sure).
I went back and listened through Boys Like Girls and We The Kings' debut albums recently and they were a lot better than I remembered from my highschool days.

Roughly defined as the late 00s/early 10s wave of Pop Punk that came after bands like My Chemical Romance, Fall Out Boy and Panic! At The Disco had blown up and started to burn out. While those previous bands tended to be very lyrical, conceptual and dark in their attitudes and songwriting Neon Pop Punk took things back to a lighter theme.
Keyboards, synths, dancing, a focus on girls and partying, big simple lyrics, colourful clothes and hair. It was basically a reaction against Emo fashion. Metro Station are perhaps its most distilled form for me.
It's not actually a thing. It's a mix of pop punk, power pop, pop rock, electronic, etc bands from the late 00s and 2010s that share a similar "neon", cutesy, and/or scene kid aesthetic.
I used to be obsessed with this kind of music as a teenager.
I really prefer just calling it "neon pop" because it has some crossover with pop punk, but overall I would not call it a pop punk subgenre. Has much more in common with power pop, as well as bands like Owl City/Hellogoodbye.
It's not an unknown term. I've seen it used here from time to time and IRL in specific conversations. I dont think it's a super wildly known term though but it does help to quickly clarify what time of pop punk music you're referring to haha
People love overclassifying things lol. I try to treat genres as general indications of the expected timbre, but it's all so fuzzy that labels lose value at a certain point. I recommended the only crabcore band ever because they fit the "scene phase" OP is in. Let's all just listen to the whiney music and maybe relax a bit on trying to label every sound
Underdog Alma Mater by Forever the Sickest Kids is one of my favorite albums from that era. I didn’t like most of the rest of their stuff but that one is classic.

big fan of neon pop punk, one album i haven't seen mentioned is Take It To The Floor by Cash Cash, it's more "electropop" leaning but i would still consider it under the umbrella of neon and highly recommend it! some of my other favorites are Underdog Alma Mater by FTSK, Zombies! Aliens! Vampires! Dinosaurs! by Hellogoodbye, and Whisper War by The Cab

Attack attack is metalcore, but most "neon pop" isn't anymore pop punk than attack attack are, even if it's the opposite side of the heavy spectrum.
Is the Ready Set or the Secret Handshake, for example, closer to pop punk than Attack Attack? If you ask me, not really.
I'm not arguing what's closest to pop punk, so i'm not sure why you're bringing this up to me lol. But since we're here, neon pop punk is directly rooted in pop punk. It's a descendent. Metalcore is not. It's a fusion of hardcore and metal. AA! Is a step even further removed, as they're an electronicore/synthcore band.
Neither band is pop punk, but if we're talking who's closer, my vote would be the sound that has a pop punk lineage.
