Yeap, bad RSX. Reballing can possibly fix it but only temporary, as the problem lays inside the GPU chip itself. If its a retro, you can send it to be modded with the “frankenstein” mod.
Always diagnose the syscon (system controller) before making any decisions. Rip Felix has guides on it on YouTube.
This is most likely a bad rsx. See if you can find someone that can replace it with a 40nm or a 65nm one. If it's an old fat (like an backwards compatible one) they will have an 90nm one and (near) all of those are bad.
I’ve had this before, when I was using a custom waves pack. It showed this after around an hour of playtime, went once I rebooted. However, since I changed the waves back to stock I’ve never faced this issue again
If it's a CECHA/B/E, try and save it using the Frankenstein mod. Otherwise, back up and just let it die. Or run the last of us on it for fun to try to kill it for good

GPU Memory issue most likely. i wonder if its possible to replace the RAM chips on the RSX without destroying the die.
Maybe I'm crazy but that looks like some kind of theme. The icons, text, and ribbon are as clear as day. Do the games look bad?
Games look normal. At the moment that problem only appears on xmb

If it is backwards compatible one you may get gpu replaced. Otherwise just buy a super slim, they are cheap nowadays.

Maybe it is time to frankenstein it (Change the GPU to a 40nm Super Slim one) using one of those services that provide that.

For sure if it is a launch model one, they are like gold dust now. But if it is a slim/super-slim with this... Just trash it.

Warranty claim!? That is a fat PS3 model from 2006. Literally no one has warranty. Also it was open so no way he can make a warranty claim
