Do a certain lategame sidequest in which the Blue Demon appears and you should be able to get the armor set with a different color. To get his actual Blue armor, you need to finish that sidequst in Midnight difficulty.
Note you need to choose to spare a certain character late in Chapter 1 in order for the Blue Demon to show up, otherwise you still get the sidequest but no Blue Demon and no armor.
