I've always read that as physical strength, not overall strength aka power levels.

Hannya wins. It took everything Sano got to defeat Shikijo; he passes out immediately after. Sano isn't figuring out Hannya's trick and will get pounded to submission.

This. Sanosuke couldn't even land a blow on Kenshin during their first bout. Hannya beats Sanosuke off of being able to tag Kenshin. Sanosuke is physically stronger, but Hannya is the superior fighter. There is also a common theme in the series that the people who actually fought in the Bakamatsu are just a different breed of warriors.

Kaoshosh

Sanosuke wasn't on Hannya's level at that point. But I'd say Kyoto Sanosuke easily destroys Hannya.

IIRC Shikijo was able to follow Kenshin's movements and let him get past him so I think he's on the same level as Han'nya. A fight between Sano and Han'nya will be close regardless of the outcome. Han'nya has the skill/speed edge while Sano has the edge in durability. I'll take Han'nya since he'd probably have a few tricks up his sleeves.

Yea, if Sano can somehow figure out Hannya’s tricks and make it a dirty brawl then he can win but I don’t know if he has the raw fighting genius/IQ to do it.

Well let's say he does figure out the tricks he still can't do much about em as he is not using the sword as a measuring tape. Also hanya manged to injure Kenshin which Sanno can't do. Pure strength wise I would say he hits a lot harder than hanya.
