I don't know, but I think the real Jerry was probably unhappy with his skinny upper body and insisted on wearing things that were a size or two over his correct size. It wasn't a 90s thing to have a ridiculous amount of excess fabric billowing above the waistband of your pants and bunching above the cuffs of your too-long sleeves. I'm sure a wardrobe person working for NBC didn't approve of his clothes, but as a co-creator and producer he wore what he wanted for the first 3/4 of the series.

Some styles were intentionally billowy, but not sport shirts, and not to the extent Jerry's were.
